LACOE ITO and CTAP Director Oversees Services to 80+ School Districts

Raymond Chavez, Ed.D., is Director of Instructional Technology Outreach (ITO) and the California Technology Assistance Project (CTAP) at the Los Angeles County Office of Education (LACOE). In this capacity, he oversees professional development, technical support, library/media resources, and grant services to over 80 school districts.

Under his leadership his department has been instrumental in helping school districts secure over $150 million dollars in technology funding over the last 10 years. The annual 21st Century Learners Symposium in Los Angeles, which his department coordinated and hosted, drew over 600 educators to learn the latest in technology innovations.

As a complement to his ITO responsibilities Dr. Chavez serves as the CTAP statewide chair working closely with the California Department of Education and other educators across the state. He regularly interacts with federal, state, and local officials on technology programs, including providing input on related legislation, and has presented at numerous technology conferences offering insight on the use of technology in K-12 education.

Dr. Chavez is a member of the International Society for Technology in Education (ISTE). Most recently, he was elected to the Board of Directors of the statewide Computer Using Educators (CUE) organization.

Dr. Chavez received his Bachelor’s degree in History from Whittier College and his Master’s degree in Education from California State University at Los Angeles. In 2010, he received his Ed.D. in Educational Administration and Leadership from the CSU/UCI Joint Ed.D., with an emphasis in Educational Technology Leadership. His dissertation was entitled: Case Studies in Effective Teacher Practices in the Use of Handheld Computers.

Dr. Chavez’s background includes being a secondary history/social science teacher, district instructional technology specialist, and administrator. In the future he would like to use his background and experience to work on international technology programs using the latest technology tools.

In addition to technology use, Dr. Chavez has many recreational interests including boating and fishing. He is married and has two sons.
