Yes, mastery of color is definitely something that can take quite some time. It is important to consider the colors and how they interact with one another in order to achieve good design. This is something that artists consider and execute in their work and must also carry over to other forms of visual media as well.

I like the way you mentioned about how culture ties in heavily with a color combination used in order to represent a certain digital or physical product design. That concern is something that I have found over the years to be extremely important what is important?
Four of the essentials for the proper use of color in visual design are contrast, proximity, balance and value. It takes many years for a graphic designer to be able to use these combinations of color techniques for a visual interface. Although mastery of these color theory techniques will never truly be attained.
