Russians Look Up: Every Time Putin Makes a Nuclear Threat, It is Also Against You
Nobody knows, but Ukraine, the US, Russia, and all other major countries must be making plans for a response to whatever kind of nuclear attack Putin might order. Nuclear tit for tat responses may well not suffice. Since that may be what Putin is willing to risk, the response must be larger to deter Putin from another attack. Putin will then feel required to overrespond to the escalation, and that will lead to the end of mankind.
One has to remember that even the humane, principled, democratic United States was driven to firebomb Germany and Japan in WWII. Did we provide a warning or demonstration of a nuclear weapon to Japan? No! Without warning, we destroyed Hiroshima, a rather non-military city, and Nagasaki, a manufacturing center and port, using all of the two bombs that we had at that time.
There is no stopping the rapid escalation of a nuclear war. Preemptive strikes must occur instantaneously to minimize the damage to your own country.
If Russia starts a nuclear war it would be left to fight it by itself. But in the long run, Russia is surrounded by nuclear powers: China, North Korea, India, Pakistan, upcoming Iran, and the NATO pact countries backed by the nuclear powers the UK, France, and the US. NATO also shares nuclear weapons with nearby countries that can deliver them: Belgium, Germany, Italy, the Netherlands, and Turkey. That is 13 to one.
Russians who are aware of Putin’s nuclear threats must start wondering where is their nearby Metro stations to hide in? Do they have their own basements? Have they ever heard a alert siren? Does their government have a year of water and of food to sustain them? Do they have Iodine pills to prevent radiation absorption and sickness? They know that 77% of the Russian population lives West of the Urals, and will be subject to the radiation from any nuclear detonations in Ukraine or Europe because of the winds from the West. Russians remember the areas irradiated by the Chernobyl reactor fire and meltdown in 1986. Western Russia is also the crop growing area, so that can produce its own radiation problem.
